Very bad tennet, now a holdover

The sota program will lie and send anyone to live in your home and will not help you after the tennet moves in weather he's a dangerous person or not I have my two grandchildren living in my home the lease is over because I had to live the lease out 12/1/19 to 11/30/20 a week ago and he refused to move or pay his utilities so now he's staying in my rental with no lights no fridge no stove and is destroying my apartment and know one will help me at all I need my apartment to rent so I can pay my mortgage D.h.s. will do nothing so what about the residential landlords who live at the property doses someone have to die before something is done.
