Recommendation on Abandoned Property

Hi, My grandfather wants to gift a property to me but there are liens of approx $80k. When I spoke to the city they said the liens would be removed if the home was shown on the abandoned property list. Does anyone have any experience in this area. If I was able to get the liens down and fix up the house it would make a good rental but I am not sure how to go about it. Would love to connect with someone with more experience in this area.
