VA Loan into HELOC, Restore VA Loan

Planning to flip VA loan into a HELOC. Afterwards, rent current home and restore VA loan to purchase another home. Is this possible or am I limited to maximum VA loan limits for Honolulu. Thank you in advance for your answers and help.
