How to reach out to an owner about being a potential buyer.

I live in East Tennessee. About 25 mins from Sevierville. I am very new to the real estate industry. I have been researching for about 8 months consistently and I am eager to get my feet wet. There is a 2 unit house I noticed about 2 years ago. I drive by at least 4 times a week and I notice the yard has yet to be mowed this year. The grass is waist high and you can tell it has been vacant due to the spiders and nests around the door ways. I looked online to see if I can find information on the owner and I can not find anything. I am curious on how i go about this to explain I am a potential buyer to explain the proposal I made to maybe owner financing.. Do I leave my information in the mailbox with hopes I’ll get a response in return? What are ways I can reach an owner of a property If the information online are limited due to privacy?
