Yes and no. It's not easy pickings. It's sometimes hard to track down owners. Sometimes the property is in the middle of bankruptcy, foreclosure, or related to heirs unable to decide what to do with the estate.

And of course, it might not be "vacant" but just a home the owners don't spend much time in.
