Searching Rental property|Charlotte, NC

Hello,
First-time investor here, and we are looking to buy either a condo/apartment or single-family house in Charlotte, NC metro/short commute to a metro area. We seek a lot of advice and hope to connect with local agents or seasonal investors. Since this will be our first investment, we are looking below 250K and not interested in a flip property.
What neighborhood is good for rental income property within our budget?
What % does a property manager/management company charge for a condo/apartment or single-family house?

Thank you all in advance

Simon
