Transfer of STR permit to new owner Yucca Valley

Hi Guys! Does anybody know if you can transfer a STR Permit to a new owner in Yucca Valley? San Bernardino County website says you can but on the Yucca Valley website I cant find anything that says you can. Any help would be appreciated!
