VA Vendor Vendee Program

I am a realtor and I guess my broker is a listed vendor with the entity VRM who oversees the listing for Veteran Secretary Affairs (VA) properties. The company has told me that I cannot get a Vendor Vendee Loan program due to my brokers affiliation with VRM. I'm perplexed at this as the VA created this program which is a federal government entity. How can they restrict a federal government loan or claim that this is okay to do? Where are other lenders that use this program other than VRM or is it just specific to VRM to provide given they have the federal government contract.

Please comment and lend me an hand with other resources that lend for this program.  Also, Im not sure this is even legal to do as it seems like crossing the bounds of restricting a federal loan where the federal government has not concurred on this restriction in legislature for the loan borrowers restrictions.
