security deposit refund question please clarify

Good evening all:

I am in PA and my tenant was evicted on June 1, 2021 and in the state of PA I have 30 days to return security dep or mail letter with deductions list. Would the letter need to be mailed by June 30 or July 1st? Does the 1st of June count as day 1 or does June 2nd count as day 1. Just looking for clarification and the exact date please that I need to mail the letter so I don't end up with a bigger problem. thanks!

Is there a reason not to mail it today? 

I would never risk any kind of fine or automatic loss so I could have one more day to think about it. This is something I usually finish within 2 weeks. 

What if you put it in your mailbox and the mailman misses your pickup or it just doesn’t get date stamped? 

If you evicted I assume they owe more rent than the security deposit. Just send a letter with original deposit, deductions and the balance owed or a check for a positive balance.
