Central FL/Kissimee Rental to STR - can it happen?

Hello everyone! My partner and I are doing research on what it takes to get in on the STR business here in CFL. In our search, we're finding that there are zones for STR - like the Osceola/Kissimmee area vs Winter Garden or Minneola, but still see listings for private rooms or entire rooms in these other areas.

We want to do this the right way, and our initial thought was to rent an apartment in Minneola for example and be able to list that on Airbnb, but we found that this usually is a violation of the lease when you rent. We said ok, so we look to areas that are zoned to accept STR - and we continue to run in to this issue.

We don't want to buy a property just yet because of how the housing market is - so we wanted to see what our rental options are. 

So, can it happen? Can we rent an apartment, condo or a townhome and list the full place on airbnb? Would it even be worth setting up camp for a 12 month lease to see if it sticks?

I'm a bit overwhelmed because I call leasing offices and they all say no you can't do that, but then I see listings in their neighborhood for airbnb. I see conflicting information left and right and again, we want to do this right. So can we rent a place to then list on airbnb?
