Moving to Houston, TX

I'll be moving to Houston in a few months from Fayetteville, NC. My plan is to buy a 2-4 plex and live in one side. What areas should I focus on? I'm not trying to be in a Houston war zone. Truthfully, I don't know what money buys there, but I'd like to keep it under 130k. Is that number realistic for an area where my car won't be sitting on bricks in the morning? I don't mind having to rehab it, but it has to be minor due to VA certificate.
