Eviction ban help during Cares Act

One of my properties has a tenant that just started to get behind in February and we tried a payment plan to help get caught up. March rolls around and boom, eviction ban, courts shut down. Now, they did tell me earlier they were approved for unemployment but I havent seen a dime in a month and they havent responded to my last few messages and calls. It seems like now that they know they cant be evicted, they are just gonna get their unemployment and skip on rent. I guess I'm curious how best to handle this situation. May 18th is earliest the courts will reopen and it could go further out. I've asked about forbearance but my bank only defers to then have the full amount owed at the end of deferral. My primary gripe with this is that the government is giving $600 EXTRA PER WEEK for unemployment but giving the tenant no consequence for not paying their rent. I'm fearing they are just gonna keep the money until I can evict and then they'll have a nice stash to put down on another place and make off with 4 or 5 months rent owed to me. 

I am sympathetic to any job loss or further loss during this time. My gf has lost her job as well, so we understand. I'm being as sympathetic as I can and have not been mean or angry with them and let them know we should all work together to get through this. They dont even respond to when I offer them discounts on rent owed and future rent. But, knowing them, I can sense their taking advantage of this situation and just feel helpless.
