Tenants Breaking Lease Agreement

Good Afternoon all,

I have a situation where my current tenants sihned an agreement to not have pets at the property. We have people in the neighborhood that have seen their dog being kept in the garage of the home. What concerns me is one they didn't pay a pet fee and two the fact that their leasing agreement is through their insurance company who covers all of their charges until their new property is complete. Once I have concrete evidence i.e. pictures; should I contact the tenant or the insurance company first about the breaking of the agreement?
