Protecting animal rights
HOA should stay out of owners and tenant agreements. They should not be allowed to fine nor threaten regarding pet policy. The HOA should only worry about outside issues like leash policy or picking up defecation. Keep the excessive barking in respect to outside neighborly issues. Multiple pets if cats or small inside they are usually hamless. You have to accomadate if there are disabilities senior or esa and service oriented. Know your rights.
