Manager ignoring me, holding money... next step?
So it goes like this.
I am out of state. I got a manager to manage my property on 1 May 2012 off of craigslist after background check and all. She did pretty good the first two months and she has experience but she is lower income and seems to be having personal issues that MAY be conflicting with my business. The bottom line is this months deposits are late and not rent roll clarity at all. No leases as far as I know for three new people. Its outrageous but she will not answer my calls. She is clearly violating our contract but I am not there to enforce it myself.
She has not stolen money (money orders) as far as I can tell but I do have family in the city and one of my relatives does maintenance on the place and said an A/C unit was missing from storage where only he and she had the keys. Things are going waaay foul and I want to get rid of her. Haven't talked to her for over 2 weeks now...
Advice!!!!! Can I just call the police or who do I call if she refuses to return keys, deposit money, and relinquish the position.

I actually had this happen to me, only she was working for me for almost 2 years, then I got no rent for several months. Turned out she had a family emergency and just stopped working. Learned the hard way to hire a firm with several PMs that cover the duties when yours is not there, not just one PM with assistants, especially if you are out of town and can't get there quickly.
How I finally resolved it was hiring a PM (large firm), then sending my old PM a certified letter and email terminating our contract due to her lack of management, giving her the name of my new PM, telling her that I won't argue about commissions on any funds she has already received or report her to the state board if all funds due me are turned over to the new PM asap. My new manager agreed to do all she could to get the escrow and rents from my last one and said she would report her to the state board if she didn't comply. Apparently, this isn't uncommon. It took almost 2 weeks to get the old PM to actually meet and turnover keys, paperwork, deposits and rent owed. I believe having the new manager putting pressure on the old was a critical step as it was very hard for the old one to ignore demands of another licensed agent where it was easy to ignore an out of town owner.
