Is the water bill not part of rent?

So i had my tenant evicted, they had not been paying their water bill so i paid for them since landlord gets to pay at the end of the day. I included that into the rent but when i mentioned that in front of the judge, i was told water bill is not a rent. So how do people tackle this situation, keep water bill on their names and how would they charge the tenant?

If its not a water bill or just some other costs how you all charge the tenants. Some nice tenants would pay obviously but the ones who wouldn't, how one would handle it.
