Charging water, sewer, garbage on a multi-unit property

I purchased a multi-unit (2 unit) property that was occupied with a lease in place. The lease states tenant is to pay $50/month towards water, sewer and gas and the landlord will pay the bill. Recently, one of my tenants complained indicating he looked into charging tenants for water on a shared meter and he says it's not legal. I'm guessing he is on another one of his 'my bills are too high' kicks and is using this as a scare tactic for me to adjust billing accordingly, but just wanted to see what others have encountered around this topic. Thanks in advance!
