Complaining Tenant starting to harrass other Tenants

Hello, so I am having Tenant issues where Tenant A is constantly complaining about Tenant B who lives upstairs. Mostly noise. There has been issue with Tenant B smoking near Tenant A's apartment(The entrance to the upstairs is right next to the other apartment window. Tenant A has also confronted Tenant B in a non friendly manner on multiple occasions. I should also mention it is owner occupied and I do not hear the noise Tenant A complains about. Tenant B now feels like they are being harrassed. I have also heard Tenant A screaming profanities around and in their apartment. How should I handle this? I would like to give Tenant A their 60 day notice but do not want it viewed as retailiation to their complaints. They are on month to month but I know they will demand a reason for the 60 day notice.

It's your business you do as you please as long as you are compliant with your state landlord tenant regulations.

I would probably do nothing, explain to both it is their personal problem and none of your business, and continue collecting rent until one decides to move out.
