Wilmington, DE landlords

Looking for Wilmington DE multi-family landlords. I was informed by a landlord that the city is mandating him to have his property manager reside within city limits... He was self managing from a neighboring state and they said no..... is this their normal practice? Or was this landlord mistaken? Or just a problem for them? I owe SFH rentals inside the city and haven’t heard of this, so I thought I’d ask... Thanks

@Dave Shellenberger - Wilmington, Delaware does indeed have a local ordinance that requires all landlords who live outside of New Castle County to have a licensed property manager on their rental property license. Below is a link to where this is indicated on the City of Wilmington website.
