Water Submetering in Baltimore City

I own a 12-unit in Baltimore city where I pay all the water and sewer for the tenants. I am thinking of getting the system in place to submeter so the cost can be pass down to the tenants. It will be a project that involves some $$ investments. Is there a way to charge for water/sewer without the need to submeter?
