Should rental home be clean/new paint/landscaping?

Hi everyone, my son's mom is moving into a rental home this month, they did the walk through yesterday and the house is not clean and the paint is not in great shape. The landscape is not in good shape either. In Massachusetts what kind of liability does the owner have to have the home clean, painted and landscaped before they have a new tenant move in?
