How to convert a single family home into a duplex?

Any one have experience in converting a single family home into a duplex?

I'm eyeing a single family home that is originally 3 bed rooms and to baths.  It properly converted its garage into an extra living space with a valid permit.  It is now a 5 bedroom with three baths.  The garage actually could be considered a small two bedroom unit.  I'm just curious if anyone has added another set of meters and possibly address so that the two units could differentiate the utility costs and shipping addresses.
