Overpriced property managment work

I am in the middle of my first turn over with a new property manager and it is not going real smooth. Among other issues, I just got a bill for $253.46 for rekeying the house. In a list of other items that need to be completed it was originally quoted at $145.  The PM explained the increase as their mistake of quoting the job for 2 doors not the actual 3.

I called two different locksmiths in the area and they quoted $50 to come out and $10 a lock.

I would love to know how everyone manages the manager when it comes to ensuring you’re not getting gouged on all the work the PM coordinates for you.

Below is the rest of the work the PM recommends.

Re-key Door Locks - $145.00

Carpet Cleaning - $175.00

House Cleaning - $175.00

Trash Out - $50.00

Paint Entire Inside - $1,950.00 (includes materials)

Repair popcorn ceiling throughout the home that is peeling away - $225.00

Landscaping - $150.00 (Estimated 3 cuts @$50.00 prior to tenant move-in on June 1, 2017)

Punch list items to include ($75):

- All light fixtures hall include light bulbs. When replacing burnt out light bulbs, all light bulbs within the fixture shall be replaced. Light bulbs shall match within each light fixture.

- All batteries shall be replaced in all existing smoke detectors/carbon monoxide alarms

- Missing door stops shall be installed on all interior doors

- Provide 3 Glade Pug-In's per home

- Broken, painted or mismatched outlet cover plates and switch cover plates shall be replaced

- Check all wet areas for leaks

- Caulk all sinks and tubs as needed

- Replace A/C Filter

ESTIMATED TOTAL - $2,945.00

The house is located in Winston-Salem, NC.

Do you have time to do some of these items on your own?  At an onset management, I cetainly have no problem with an Owner who wants to do some weekend warrior projects or hire the contractors themselves.  I like pro-active so I'm not going to judge, to hard, a fellow PM who has provided you a punch list of things to do prior to a tenant occupying.  Frankly, sounds like it needs a few things and they are doing their job by telling you.  Minor, but a few things to be done.  Only thing I see that may be high on this list, with it being hired out, is the paint job, but I don't know the size of your home.  As far as the overcharge.. its a $100 over. Tell them to watch the Overages.  You might offer up, 'I got a budget, keep me in those lines.. within $X of the total pre move in punch list...'  Anything more, they need to get approval.  With all this said, sounds like your place will be in top condition and ready to rent which is your goal.
