Central AC vs Wall or Window Units vs Hotel PTAC

I am remodeling an old home in rural Alabama where the market rent is no higher than $600/month. I don't really want window units because no other home on the street has them. However, I'm not sure If I want to deal with the maintenance cost of central ac over the years. I received a quote for a new 3 ton 13 seer Goodman for $2800 (labor included). The home is approximately 1000sq ft. 1 level. I want to know what is the cheapest most effective route to go for heating and cooling? I never plan to sell as it is an inherited property that was paid off. I also live in Florida and have another rental property next to this one in Alabama that I paid way too much money for in rehabbing cost and don't want to make that mistake again.
