Ohio Rentals Section 8

Is anyone familiar with the markets in Columbus or Cleveland?
Seems like you can find a lot of 3 to 4 bedroom homes for under 30k ready to rent, but in rougher neighborhoods. With Section 8 guaranteeing rental payments and the markets eventually going back up, it seems like this is a good cash cow market, eventual flip?
A lot of homes are older also. Any potential pitfalls that seasoned investors have seen?
