low income rental area and Garbage Pickup

I have several properties in lower income areas in upstate, NY.  They are in a small city that has a garbage pickup service.  The service is fairly expensive considering they charge by the unit.  Has anyone else chosen to opt out of their City Garbage Plan, and require the tenants to pay for their own garbage pickup?  My tenants pay their own Gas and Electric bills.  I'm mainly talking about duplexes.  My concern of making it a tenant responsibility is they may let garbage pile up on a back porch or basement instead of getting garbage service.

I pay $9 a month for my personal house garbage service, and I'm paying the city $18/ month per unit...
