Paying for leaks - landlord or tenant

So my tenant had a plumbing emergency where toilet was overflowing. He called me late at night after he had already called roto-rooter. My plumber could not be available till next morning. The bill was quite high. My plumber could have done it much cheaper but tenant was unwilling to wait. Who pays in this case? Landlord or tenant. We have a standard rental agreement based on California realtors' association.
