Lawn mowing issue in PA

In our lease we are responsible for mowing the lawn.

We always do it and never had any problem (for almost 2 years) until...

We were on vacation in August and the landlord came and mowed the lawn while we were gone (only 1 wk). We left sat and he mowed on mon.

When we got back he told us that the lawn was too long and he had to mow it. Later he sent us a bill in the mail.

Can he do this? Shouldn't he have to give us some sort of notice that he feels the lawn is too long and a deadline to have it done prior to him doing it??

i never paid the bill and since moved out, now the LL is deducting it from my SD
