Dog urine smell

Tenant let dog live in garage for a year.now smell won't come out of garage floor. We tried vinager with baking soda twice. Does anybody else have recommendations? Thanks

@Matthew Paul and @JD Martin and @Scott Mac combined - Let the bleach/dawn mixture sit, then pressure wash it, then seal it!
