Section 8 and utilities

I did a search for my particular question, but did not quite come up with an answer.

I currently have a vacancy and just received a voicemail from a lady on Section 8 who visited the property this past weekend. One of her questions was if we'd be willing to raise the rent to include gas/electric.

Of course, part of me is concerned about if she'll be an energy hog and cause extremely high bills that even my raised rent amount doesn't cover. But perhaps some of you have done this and have no issues?

Perhaps you've included utilities but had something in the lease to cover if it goes above X amount?

Thanks for any advice.

    You will have the worlds largest utility bills ever if you include it in rent at a flat rate.
