How much can HOA fine?

Hi All,

I have a property in a neighborhood with HOA. The property is currently leased and tenant works in construction so he has a big truck parked on the driveway. I received a letter from HOA stating that the truck cannot be parked outside the property as this is against HOA rules. Tenant is not very happy with it. He stated he needs the truck to make emergency repairs and cannot park it outside the community. I have requested HOA to make an exception but I am not very hopeful. What are my options here? How much fine can HOA put and who should be paying the fine- tenant or landlord?

I am a new landlord and any help would be appreciated.
