Landlord Thermostat (Ability to cap max temperature)

For all my rentals that I am responsible for the utilities (especially gas), I am looking for a reasonably priced thermostat (heat only) that has an option to  cap the maximum temperature the tenant can set. They tend to abuse a lot in the winter and gas prices are up 40%+. There is some options here but the temperature does not seem to be adjustable (https://www.landlordthermostat...). I do not want to use the plastic boxes with keys as they are easy to break into. Thank you for any recommendations.

@Marcus Johnson  I appreciate your opinion but as long as you as a LL are providing within the required temperature by law capping temp is reasonable.  You might be comfortable at 72 and the next  tenant likes it at 80 degrees with shorts, doesn't mean the  landlord should pay for it. Yes costs rise but windows open in winter and excessive water use are all things that utilities included means as a LL you should have a say about. if that doesn't work the tenants can choose a non-utilities included unit. The laws provide reasonable temperature limits to protect tenants.
