Rejection Letter Questions

I just denied an applicant during the first step of my application process. I basically found some things during my free court search that made me not approve this applicant. I plan on giving them their application fee back because I did not get to the point of running their credit check. Do I still need to send them a rejection letter even though I did not reject them on the basis of credit and never even ran their credit check?
