Subsidized Housing Programs in Washington, DC

Hello, 

Has anyone had experience with subsidized housing programs in Washington, DC? How are the voucher programs (I see voucher values in some neighborhoods are $2-300 higher than market)? How is the application process? Is the applicant pool large? I see a worrying note on the DCHA website saying they have stopped rental increases - seems like an overall bad sign.

We have experience with subsidized housing programs outside of the city in other states (most of our portfolio is subsidized housing), but are completely new to these programs in DC.
Would appreciate any insight. Thank you!
