Evictions in Pierce County

My tenant hasn’t paid rent since October and has stopped responding to phone calls, texts and rejecting certified mail. Pierce county has a program called Solveit which mandates mediation before eviction. SolveIt hasn’t been responding since a month after we submitted a request. Anyone have experience dealing with Solveit or evictions in Tacoma area/ Pierce county? 

As a landlord, my expected positive cashflow is now deep negative because of bad tenants.
