Illegal parking on my lot. Over and over again.

Neighbor running an illegal autobody shop is parked all over my typically empty parking lot. Ive asked 10 times for cars to be moved and he has  moved them only to allow clients to park car on my lot again in two days and by the end of the week 1/2 fill my lot.  This BS goes on in cycle over and over. Ive been through the same ordeal at least 5 times. Ive considered a chain to block off the lot but then I have issues with my own vehicles accessing the space and getting off a busy road quickly.    What powers do I have to have him towed or cited or other?
