Tenant wants to add fence at rental

We have a tenant that has two dogs and would like to add a fence at their expense. How would add to lease? Should it be an Addendum?

Assuming this benefits you, do a separate agreement. Require that permits are pulled and it is professionally installed. Make clear in the agreement that the fence becomes your property day one at no compensation to tenant. Also make it clear in the agreement that there is no guarantee of lease renewal or lease rates.
