Financing next property, Need some advice

Hi I have a rental property in Nor Cal that I purchased in 2009, since then it has been accumulating equity. I would like to strip out some equity either by refi and cash out or HELOC. Th problem is it's in my mother-in-laws name. It's an FHA mortgage so I can try and assume but the bank requires new owner to occupy property. It's currently rented out with long term tenants. Any advice or suggestions would be appreciated. Thanks
