Tenant does not want binding contract

Hello,

Im a new investor. We just listed our property for rent, and we have 2 options either long term unfurnished and mid term furnished. I received an inquiry from furnished finder. And this is the first time I've encountered this. Any ideas/info/suggestions are welcome. Thank you so much. 
here's the inquiry about:

“: I am a government worker looking for a long-term stay. We are not allowed to sign a binding contract and have to be able to vacate the property within 24-72 hours without penalty. With that said, we
have been told that no relocation will happen while we are here in Santa Fe for the next 1-5 years. We have to have weekly billing with a zeroed out receipt provided every Saturday for expense
reporting, reflecting daily rate, tax, and method of payment used. The daily rate must comply with the federal GSA rate for Santa Fe, which is currently $167.00 Tax. and increases each “.

     Sounds like a scam to me. I would just move on. Just their wording sounds like a scam - "have to be able to vacate the property within 24-72 hours without penalty.". If there was a real requirement it wouldn't be some vague "24-72 hours". If you feel like you want to go forward, ask them for documentation of the no notice requirement. I am willing to bet you don't hear from anyone ever again.
