Would this makes sense to any investor/rehabber?

Hi -

New here....and thought I would pick some brains...would the following scenario make sense to any investor/flipper/real estate investor.

For example, say there is a buyer out there that really wouldn't mind buying in a very, very up and coming area (meaning it is an area so new to be up and coming that many investors/flippers would be perhaps apprehensive about doing a project in the neighborhood just yet, as they may feel like buyers aren't quite ready to jump into this area of town. That's the first point.

Here is the example:

Joe the buyer wants in on this part of town. He currently rents, and is looking for someone to do the following:

Joe wants to find an (investor/professional/) that would do the following:

Basically the pro would buy the shell, rehab the property, then sell to Joe with a contract for deed arrangement. Example for discussion purposes:

900 sq ft shell  -$20,000 ,Rehab costs - $45,000 ($50/sq ft)

Sale Price to Joe $150,000   (so profit of $85,000 or more depending on seller finance arrangement)  ** just using a general example, not exact

Investor/Professional either does a structure such as one of these:

1. $150,000 sales price....$1000 month for 150 months (12.5 years) so investor gets all their initial $65000 back and the $85000 

2. $150,000 sales price....15 year amortz schedule @ 5% interest..

Monthly payment of $1182

Total interest paid: $62,722  for a total amount of $212,722

So my question is are their investors/professionals out there that would do the above scenario? And would this make sense for any particular investor; to basically serve as the bank from start to finish (purchase shell, rehab, and finance) and earn the profits shown above??

Curious to hear people's thoughts, and does anyone know what this investing strategy would be considered? To basically serve as a one stop shop for a buyer that is all in to the above process from the beginning.

And lastly how would "Joe" go above finding an interested investor to serve as his one stop shop?
