Good afternoon,

Can anyone recommend a HML for Baltimore area that will do cash-out on rental properties with no tax return or 4506 requirement? Also, will lower loan amounts be considered, e.g. 40K cashout on property worth 80K?

Generally no. HML do not "cash out" any rental properties. They only do short term construction loans. For a long time no HML would even do rehab loans for rentals as they knew at the time, no banks would finance them out when the property was up and running.
