How to find owners of Vacant Lots?

What's up BP family. Hope everyone is staying safe and in good health.

I needed my investors help or anyone who has knowledge on Vacant Lots. There's a couple of vacant lots around my neighborhood (CA) with tremendous potential( single family residence) . However, there's no for sale sign on them. How can I find the owners of vacant lots? Where should I start? Also when purchasing a Vacant Lot what things should I take into consideration when planning to build a home?
