Neighbor harassing me about tree, retaliation for other things..

I've asked this guy repeatedly to stop parking in my driveway and he kept doing it. One day after he refused to move his guests vehicles I called the cops on him. He pretended like I never asked him to move them....though I have pictures and video of all of it, including interaction with the Police. I've documented this with pictures dozens of times, including his kids trespassing on my property and admitting they were told not to before on video....

So a few months ago he sent me a text saying my tree is dead and leaning more and more on his property. I asked him why he thinks that, since I've compared pictures of it from 10 years ago when then house was built to today, and it looks the same. I did offer him the option to hire his own tree service to cut it down but that the vendor would need to be approved by me, and so would the date an time of cutting. He never responded to my text...

Today he sent me certified mail asking me to cut it down and notifying me that his insurance has been notified in case it damages his garage or house. The previous owner told me on a recorded phone call that he had told her previously NOT to cut it down, despite it dying....

I have half a mind to sue him for his continued trespassing on my property. I actually think I will. But how should I deal with this tree situation? The arborist he hired came onto my property without my authorization to evaluate the tree. Furthermore, the arborist has zero online reviews....not a ton of credibility...
