Build a Duplex or Townhouse?

I am looking into the possibility of building a duplex. I will be house hacking for a few years and will eventually move out and keep it as a buy and hold investment property. After speaking to a family friend that is a realtor he mentioned that I may consider building a townhouse instead, since they will be two separate addresses and each would have their own water/sewer which will drive down expenses. This would cost about $5K more, but it is something that would pay for itself since I plan on holding onto the property for many years. The only potential downside I can see is the structure of the homeowners insurance policy. Will a separate policy with the townhouse offset the benefit of having it's own meter or would the insurance be similar to a duplex, making the townhouse option more advantageous? Correct me if I'm wrong but if it's a new build I'm sure you can separately water/sewer the duplex. I state this because my father has many years in every field of construction and you can build it how you want with the right permits.
