Renting Rerenting ? legal or not ?

A fellow investor I was meeting with told me something very interesting. I was just wondering if it was true or even a normal practice.

So she told me that she found an apartment renting for 1200 a month, she got the place and rented it out to her bestfriends boyfriend for 1400 a month. Now as smart as that may be ? Is it legal ?

And if you were the landlord to that apartment ? would you allow it ?

Oh. But not "illegal". Not really an issue for the government. It's an issue between two people in a rental contract.
