Questions about refinance

I am currently in a process of refinancing my current mortage on a property thru the same bank which i used previously after doing upgrades to the property.

Although they provided me a better rates than a year ago. i do see a number of charges for closing repeating again and i need to understnad if I do have to pay these or can I ask them to reconsider these:

Here is the list:

Flood certification fees:

Tax service fees

Title 4.1 Condo End

Title 8.1 ENV End

Title abstract search

Title CPL ( closing protection letter)

Title Closing fees:

title lendor coverage

title recording fees

Title Tax certificate 

Title Wire Fees

The property is in NJ ( Hopefully the laws dont defer for it)?
