Building a second home on a property

Im looking at an investment property in Alvin TX that sits on a large narrow lot (.6 acres) that has a detached garage that could potentially be converted over to a 2/2. I’m running into city permitting issues where they state that I can’t do this because the lot is too narrow to allow 2 residences. I see many cases around the area where there are multiple residences in what appears to be one lot. Those lots may or may not be the same width. I don’t know.

What I would like to know is if there is anyway possible way around this? What type of professional or service can help with this type issue?
