Properties with Geo issues

Good afternoon... I'm a newbie Real Estate investor/General Contractor who is looking for properties with lots of TLC... I have been finding properties listed as "inhabitable" due to Geo issues.

I’ve got some questions for you guys on the subject:

1. Is there a blog, book, youtube channel, particular person or/and website that you would recommend that would explain a step by step plan for dealing with properties with ground issues?

2. When having to assess a property (what I should be paying for the land considering the work involved, how much to scrape and build new, assessing civil engineering costs, etc...), is there some kind of a formula to determine if it's worth moving forward?

3. Has it ever happened to any of you to have a property that ends up not being ok to rebuild on (no matter what), even though it was once occupied?
