What does shovel ready mean?

What exactly does shovel ready mean? I found a listing that says shovel ready permit will be available on such and such date. Does shovel ready include the price of construction? This is listed as if it were being built, then says buyer must bring own builder. 

So, does it mean price is already included and just needs a builder? I am a bit puzzled. Thank you
