Looking at possible 8 lot subdivision in NC

Hi I'm looking to purchase and develop a residential property in Union County, south of Charlotte. Currently an assemblage of three lots that would be sold as one. Broker stating that local zoning would allow for 8-9 lots. Need some help analyzing the deal. Asking price is 1.5 million. - What are lots going for in the area - What does it cost to install utilities and roads - Typical time frame to obtain planning board approvals - Typical time frame to complete all of the improvements Any thoughts or input would be appreciated.
